The key with multishot, and this was not always true afaik, is that even if it looks like multiple arrows hit a target only one does. The official site, Arreat Summit itself, recommends 6-10 points actually in Multishot, and I'd strongly agree (favouring 6 over 10, as it's not hard to get your hands on +'Zon skills necks and charms and bows and so on). You certainly don't need 12+ base points in multi-shot if you're going to wear any amount of +skills gear. It depends how optimized you want/can reasonably expect to me.
